Counterpart loan/project(s)

Budget

Total Budget : 1,200,000 US$

Executing Agency

Department of Irrigation (DOI) of the Ministry of Agriculture and Forestry (MAF)

Implementing Agency

  • Overall implementation: ONPD of the Counterpart Loan Project, in cooperation with water user associations, village committees and NGOs
  • Provincial implementation/management: provincial agriculture and forestry services offices
  • District/sub-district implementation/monitoring: district agriculture and forestry services offices

Coordinating Body/ Steering Committee/ Project Advisory Board

A JFPR Steering Committee will be established in parallel with the main Steering Committee of the Counterpart Loan Project, to be chaired by the Vice Minister of MAF or his appointee. Members will be representatives from DOI, Office of the National Project Director (ONPD), relevant provincial and district agriculture and forestry service offices, NGOs and/or training institutions.

Scope

Village and sub-districts that are closely related to 20-25 community-managed irrigation subprojects in the five provinces assisted by the Counterpart Loan Project, targeting a total of about 2000 household beneficiaries

Objectives

Overall Objective

Reduce poverty especially among the poorest families by improving the socioeconomic infrastructure.

Project Purpose

  • Create sustainable, area-based and community-owned alternative sources of income for and with the targeted poor through their increased involvement in farm-based production and related activities.

Expected Output

  • Develop the appropriate basic skills; and increase the capacity of relevant village committees, subcommittees and village-based user groups, and the appropriate units of the relevant provincial and district agriculture and forestry services offices to manage, operate and maintain the developed interventions.

Main Project Components and Activities

  • community mobilization, skills development, and capacity building for the relevant village committees and subcommittees, and appropriate units of the relevant provincial and district agriculture and forestry services offices
  • livelihood improvement activities
  • overall project management and administrative support
  • benefit monitoring and evaluation and poverty impact assessment

NGO Cooperation

NGOs will be part of the JFPR Steering Committee. They will play an important role in the planning processes, community mobilization, training, monitoring and impact evaluation, and provision of other relevant technical assistance.
