MECS in cooperation the Ministry of Construction and Urban Development (MCUD) and Ministry of Social Welfare and Labor (MSWL). The following training providers (TPs) will be strengthened to conduct short-term skills training:

  • Construction College (public TP)
  • Construction Technological College (private TP)
  • Infrastructure Training Institute (private TP)
  • Grand Perfect Training Centre (private TP)
  • Mongolian Builder’s Association (private TP)
  • Lemur Construction Limited Liability Company (private TP)
  • Gangar Limited Liability Company (private TP)

Scope

The project will focus on the unemployed out-of-school youth and poor adults living in Ulaanbaatar. The Project will complement the proposed loan for the Third Education Development Project.

Objectives

Grant Development Objective (GDO)

The objective of the project is to enhance employment and income-earning opportunities of unemployed youth and poor adults by increasing the availability of demand-driven non-formal skills training in the construction sector. The Project will promote the establishment of a public-private cooperation scheme involving government agencies at national level, public and private training providers (TP) and construction companies to

  1. jointly develop competency-based training modules and pilot relevant short-term skills training
  2. develop innovative financing mechanisms to promote non-formal demand driven training

Project Purpose

To enhance employment and income-earning opportunities of unemployed youth and poor adults through non-formal skills training that would enable them to develop demand-driven skills in the construction sector.

Expected Outputs

At project completion, 50 course modules for nine construction occupations have been jointly developed by curriculum specialists and construction companies and adopted by TPs. About 2,500 out of school youths and poor adults have been trained by seven TPs that have been upgraded by the Project. 60% of the trainees have found part-time or regular employment ins construction companies within six months after completion of the training. A minimum of 50 teachers from TPs, and 50 enterprise-based instructors have received training to upgrade pedagogic and technical skills through coaching, workshops, on-the-job training, and work experience. A minimum of 20 enterprises will actively participate in the project.

Main Grant Components and Activities

The Project will have four components:

  1. capacity building to establish a public-private partnership scheme promoting short-term skills training in the construction sector
  2. designing and piloting demand-driven short-term skills courses
  3. upgrading of training facilities of public and private TPs
  4. establishing institutional arrangements for project management, monitoring and evaluation
