Executing Agency

Implementing Agency

A reputable and competent NGO with Mindanao-wide coverage will be recruited and assigned as the main implementing agency. It will operate the Project Implementation Office (PIO), and coordinate with the participating LGUs.

Coordinating Body/ Steering Committee/ Project Advisory Board

A Steering Committee will provide overall policy guidelines and supervision. Under DILG's leadership, it will comprise representatives of regional and Mindanao-based government agencies involved in poverty reduction (e.g. League of Local Governments, Department of Social Welfare and Development, National Anti-Poverty Commission), LGUs and NGOs, women vendors' associations, and the management of selected public markets.

Scope

The project will target eight public markets selected from about 40 cities and towns that will benefit from the counterpart loan project. The JFPR project is expected to directly benefit about 1,600 poor women and their households (which is an additional 10,000 persons) within three years.

Objectives

Overall Objective

Reduce gender-related poverty, particularly among the poor women vendors in Mindanao public markets.

Project Purpose

Pilot and demonstrative innovative approaches in establishing the appropriate social safety nets which will strengthen future interventions for women in public markets covered by the counterpart loan project.

Expected Output

  • Sustainable gender-sensitive social safety nets for poor women vendors
  • Improved quality of the poor women vendors' working environment given the conflicting demands of their multiple roles and economic needs
  • Framework for gender-sensitive urban services through public markets

Main Project Components and Activities

  • establishment of sustainable gender-sensitive social safety nets: resource center, and microfinance networking support
  • improvement of the quality of the working environment for poor women vendors: day care/drop-in centers for infants to pre-schoolers, mother/child health care facilities, and storage/wash-up facilities
  • establishment of framework for gender-sensitive urban services: assessment of lessons learned, framework formulation, conference workshop, and information dissemination
  • project management and poverty impact assessment: project administration, poverty impact assessment, and benefit monitoring
