Scope

Provide electricity and water connections to poor households that were affected by the tsunami, in the districts of Galle, Matara, Ampara, and Batticaloa.

Objectives

Grant Development Objective (GDO)

  1. Improve quality of life of poor households affected by the Tsunami, by giving them access to electricity and water.
  2. Create awareness among the poor on use of utility connections.

Project Purpose

Improve living standards of the poor affected by the tsunami, during the reconstruction process.

Expected Outputs

  1. At least 4406 grants contracted at the end of one year
  2. Public awareness carried out in at least 40 villages

Main Grant Components and Activities

Component A: Grant to households- This component will provide a grant facility to tsunami affected poor households to obtain utility connections.

Component B: Awareness Creation- The awareness creation component will address three elements, which will help successful targeting of beneficiaries and sustainability of utility connections.

  1. The financial structure and the selection criteria to be used when targeting beneficiaries.
  2. The technical and safety aspects of establishing utility connections and usage.
  3. Special issues relating to poor as utility consumers, such as sustainability of connections.

Component C: Progress Monitoring- This component will monitor project progress and financial reporting. It will also provide feedback on the projects public awareness measures.
