Objectives

Grant Development Objective (GDO)

The Grant aims to reduce poverty and improve the quality of life and livelihood of poor communities through

  1. greater access to environmental infrastructure and services
  2. community participation and improved skills for planning, implementing, and operation and maintenance of community infrastructure
  3. cooperation and intermediation between poor communities and local institutions for sustainable environmental infrastructure

Expected Outputs

Expected outputs are:

  1. (i) 7 km of tertiary drainage by the end of the second year; (ii) 3 km of alleyways and footpath improvements, 2 km of laterite road construction by the second year of implementation, (iii) Installation of 100 house-connections from water supply mains by the end of the Grant; and (iv) 300 sanitation facilities for poor households by the end of the Grant.
  2. Ten specialized trainers and 400 trainees will acquire skills in construction/ carpentry, waste collection and recycling, sanitation, and other environment-related works.
  3. Improved and effective solid waste management systems, whereby an additional 15 tons per day of waste will be collected and 10 communal transfer points constructed;
  4. Strengthened partnerships between local people’s committees, communities and the private sector

Main Grant Components and Activities

Component A: Community Environmental Infrastructure Improvements

  1. 7 km of tertiary drainage by the end of the second year.
  2. 3 km of alleyways and footpath improvements, 2 km of laterite road construction by the second year of implementation.
  3. Installation of 100 house-connections from water supply mains by the end of the Grant; and
  4. 300 sanitation facilities for poor households by the end of the Grant.

Component B: Community Mobilization and Skills Training for Infrastructure O&M

  1. Ten specialized trainers will acquire skills in construction/ carpentry, waste collection and recycling, sanitation, and other environment-related works within 6 months of grant implementation.
  2. 400 persons to acquire skills in construction, waste segregation and collection, sanitation, and other environment-related works continuously throughout the Grant implementation.
  3. Absorption of at least half of all trainees into the construction labor market.

Component C: Community-Based Solid Waste Management

  1. Improved and effective solid waste management systems, whereby an additional 15 tons per day of waste will be collected and 10 communal transfer points constructed.
  2. Segregation of solid waste at its source in pilot wards.

Component D: Grant Implementation Assistance and Capacity Building

  1. Semi-annual progress and financial reports.
  2. Poverty impact assessment by an individual consultant to be submitted near the time of grant completion.
  3. Implementation completion memorandum by GCU, upon grant completion;
  4. Annual audited financial report by an external auditor;
  5. Dissemination of workshop discussions and information.
