Gender, Law, and Policy in ADB Operations: A Tool Kit

In line with ADB's Policy on Gender and Development, it is important for ADB staff and consultants to recognize the gender implications of their work on law and policy reforms. The Gender, Law, and Policy (GLP) Tool Kit helps analyze GLP issues in proposed ADB projects. It is particularly useful in designing program and sector development loans, where law and policy reforms play an especially prominent role.

Aside from sectors for which sectoral gender checklists have not yet been prepared, the GLP Tool Kit also covers the country partnership strategy process and capacity development. The GLP Tool Kit

• provides a general background on the gender dimension of the law and policy frameworks that govern and influence ADB-supported projects.
• identifies specific GLP issues in the main sectors that ADB supports.
• suggests entry points and practical approaches for addressing GLP issues through country partnership strategies and projects.
• provides background materials, internet links, checklists, sample assurances, and other tools for integrating GLP considerations in country partnership strategies and projects.
