TA 4037: Dissemination of the National Poverty Reduction Strategy - Cambodia

Duration: 6 mos starting mid-January 2003. However, due to the national elections in July 2003 and the consequent changes, the TA is now expected to be completed in mid 2004.

Project Summary

During the formulation of Cambodia's Second Socio-Economic Development Plan (SEDP II) and National Poverty Reduction Strategies (NPRS), the Government and all stakeholders recognized that the document would benefit from its wide dissemination, regular consultations, and timely review, for potential revisions.

In this context, a small-scale technical assistance was prepared:

  • To increase awareness of and the ability to provide feedback and inputs to the SEDP II/NPRS at the local level, and enable effective implementation
  • To provide a venue to discuss the consistency between the SEDPII/NPRS on the one hand, and the commune and provincial investment plans on the other hand.

The scope of activities/components of this technical assistance are:

  • Media materials and dissemination of NPRS (translation, printing, materials design, media time)
  • Printing of additional copies of the SEDPII
  • National and provincial launch workshops for the NPRS
  • Continuing public debate on the status of poverty, and options and tradeoffs in poverty reduction activities (developing and placing media materials - print, radio, television, non-technical pamphlets, dissemination activities, and other approaches such as street theatre)
  • Workshops involving the provincial planning departments to ensure consistency between the SEDP II/NPRS with commune and provincial investment plans
