Project Summary

This TA will assist the Government of Maldives to adopt and successfully implement a results-oriented national development strategy aimed at economic growth and poverty reduction.

The TA will focus on the following:

  • Bringing priorities of the poor to the process of national development planning.
  • Capacity and institutional development in (and transfer of knowledge to) the Ministry of Planning and National Development to understand the processes and requirements for developing and implementing a results-based national development plan.
  • Review of background institutional public sector structures (medium-term expenditure framework, public investment plan, existing monitoring and evaluation systems in the country) that are needed for the successful implementation of the above-mentioned plan, and identifying gaps for future assistance.
  • Assisting the Ministry to develop its own results-based sectoral roadmaps by providing training and hands-on advice on identification of challenges and barriers to the effective participation of each sector in the efforts to achieve the main objectives of the 7th NDP (due to limited funding, the focus will be on sectors of importance to ADB).
  • Review of policy and regulatory environment (output: report on harmonization of the current set of policies with national development objectives of pro-poor growth and poverty reduction).
