Project Summary

This TA will strengthen the institutional capacity of the national and local governments and civil society to monitor and evaluate national poverty reduction programs under its economic growth support and poverty reduction strategy (EGSPRS) by conducting PPAM in 4 provinces, 4 districts, and 4 subdistricts. It will help the National Statistical Office (NSO) to set up and implement PPAM framework in collaboration with other stakeholders, particularly poverty research group (PRG), key sector agencies and non-government organizations (NGOs); assist policymakers and civil society to monitor progress on national poverty reduction programs; and make actions more effective and efficient. PPAM will particularly look into the changes in poverty situation and survival strategies of the poor in 1999-2004, including the interdependence of urban-rural communities.

The TA outputs will include:

  • PPAM mechanism and manuals developed and implemented
  • Enhanced capacity of Government staff from NSO, PRG and line ministries, as well as civil society organizations and academia to plan and implement PPAM
  • Publication and dissemination of PPAM results
