The following provides prospective suppliers, contractors, consultants, and others with general information about the Project. Detailed information may be obtained from the Executing Agency indicated below. Particulars given with respect to "consultants" and "procurement" are based on present planning and may change in the course of Project Implementation.

Program Description

The Project will assist the Government in reforming and restructuring secondary education through strengthening policy making and management capacity, improving effectiveness in the use of education resources, enhancing quality of education and ensuring its relevance to the world of work, and contributing to equitable access for females and for students in underserved areas.

Loan Amount and Terms

A loan of US$60.0 million equivalent will be provided from the Bank's Special Funds resources. The Bank loan will be repayable over 32 years with a grace period of 8 years and an interest charge of 1 percent per annum during the grace period and 1.5 percent per annum thereafter.

Program Period and Tranching

The Project will be implemented over a period of six years.

Procurement

All Bank-financed procurement for the Project will be in accordance with the Bank's Guidelines for Procurement. Each civil works contract estimated to cost more that $1 million equivalent will be awarded on the basis of international competitive bidding, and civil works contracts estimated to cost $1 million equivalent or less will be awarded on the basis of local competitive bidding procedures acceptable to the Bank. Each contract for the supply of goods, equipment, furniture, and instructional materials estimated to cost more than $500,000 equivalent will be awarded on the basis of international competitive bidding procedures while supply contracts of $500,000 equivalent or less will follow international shopping procedures. Minor items having a value of less than $100,000 equivalent may be procured on a direct purchase basis.
