Project Description

The Project will assist the Government's efforts to reduce poverty by promoting private sector investments in micro and small rural enterprises through (1) the provision of medium- and long-term credit; and (ii) strengthening the operations of the Viet Nam Bank for Agriculture and Rural Development (VBARD), including construction of a central training institute, and of the Central People's Credit Fund (CCF) and its member People's Credit Funds (PCFs).

Procurement

International competitive bidding (ICB) will be used for major civil works contracts exceeding US$1 million and supply contracts for equipment and materials exceeding US$500,000. Civil works contracts costing less than US$500,000, which are small and for which foreign contractors are not interested to bid, and where local facilities are available at reasonable cost and can be relied upon to perform efficiently, will use local competitive bidding procedures acceptable to ADB. Procurement under subloans by subborrowers will be in accordance with ADB guidelines for loans to development finance institutions.

Consultants

All consulting services will be engaged by the Executing Agencies in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for engaging domestic consultants. For the institutional strengthening component consulting services will comprise 35 person-months: 5 international and 30 domestic.
