The following provides prospective suppliers, contractors, consultants, and others with general information about the Project. Detailed information may be obtained from the Executing Agency indicated below. Particulars given with respect to "consultants" and "procurement" are based on present planning and may change in the course of Project Implementation.

Project Description

The Project will establish a network that will connect government and parastatal agencies (including Vilingili and Hulhule islands) in Male and 20 atolls. Government and parastatal agencies will be able to share their information electronically. The Government portals that will be set up by the Project will enable the public to get access to government information and services through the Internet. The Project will also install Internet kiosks in Male as well as on the atolls to provide the public with better access to the government network and worldwide web sites. Telecommunications sector reform, which will be implemented as part of the Project, will lower the tariff of the Internet so the public can gain access to government and Internet information and services at an affordable price.

Cost Estimates

The total cost of the Project is $12.0 million equivalent, of which $9.7 million (81 percent) is the foreign exchange cost and $2.3 million equivalent (19 percent) is the local currency cost.

Procurement

Goods and services will be procured in accordance with ADB's Guidelines for Procurement.

Consulting Services & Technical Support

About 42 person-months of international consulting services and 10 person-months of domestic consulting services will be required for (i) preparation of bidding documents and evaluation of bids, (ii) capacity strengthening of the telecommunications sector regulatory body, and (iii) preparation of a telecommunications law. The consultants will be engaged in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for engagement of domestic consultants.
