ADB Presents Village Development Plans to the Governor of Aceh ProvinceBanda Aceh (NAD), INDONESIA – The Asian Development Bank (ADB) presented a set of Village Development Plans to the Governor of Aceh Province, Mr. Irwandi Yusuf, at his office on 29 May 2007. “These plans provide a framework for housing and infrastructure reconstruction as per guidelines issued by the Badan Rehabilitasi dan Rekonstruksi, said Pieter Smidt, Head of ADB’s Extended Mission in Sumatera during the meeting with the Governor. “Each village spatial framework covers necessary infrastructure and public facilities, enhanced land use plans, economic development plans, and recommended environmental safeguards. We are pleased that we have been able to complete Village Development Plans for 73 villages in 8 districts from Banda Aceh down to Nagan Raya”. ADB is providing $15 million for spatial planning technical assistance in Aceh and Nias following the 2004 Tsunami and March 2005 earthquake. This assistance is part of a $291 million ADB grant1 financing the Earthquake and Tsunami Emergency Support Project (ETESP) to support disaster management, reconstruction and rehabilitation in affected areas of Aceh and North Sumatra. Besides the Village Development Plans, Subdistrict Spatial Frameworks with associated Action Plans for 19 subdistricts have been prepared while similar frameworks will be completed in July 2007 for an additional 20 districts, both in Aceh Province and Nias. Work on the preparation of District Spatial Plans for 13 districts on the east and west coast of Aceh will start in June 2007. “The Village Development Plans are prepared through a process of consultation with the communities. Consideration is given to topographical, environmental, technical, economic and social aspects. The finalization of the Village Development Plans requires community consensus.” according to ADB’s Housing and Spatial Planning Advisor, Rehan Kausar, “We trust these plans together with the subdistrict and district plans will help towards consolidating an overall master plan for building back a better Aceh and Nias. These frameworks will assist the Provincial Government and its departments to better define priority projects in the coming years.” ADB's multi-sector tsunami for Indonesia assistance package covers agriculture, fisheries, irrigation, micro and small enterprise development, housing, water and sanitation, health, education, transport, power, spatial planning and environmental management, and fiduciary oversight. ADB, based in Manila, is dedicated to reducing poverty in the Asia and Pacific region through pro-poor sustainable economic growth, social development, and good governance. Established in 1966, it is owned by 67 members – 48 from the region.
