VI. Key Concepts and Tools

Earlier sections of this toolkit have provided an overview of practices controlled by competition law and the countries that have adopted systems of competition law. The benefits of competition policy were then set out, and this was followed by a more detailed account of the restrictions of competition (both private and public) with which competition law is concerned.

Certain key concepts that are vital to understanding how competition law and policy works in practice will be discussed in this section:

  1. Market Power. The key concept of market power is introduced.
  2. Market Definition. This explains how the relevant market can be defined for the purpose of deciding whether a firm or firms have market power.
  3. Key Indicators of Market Power. This sets out certain key features in the assessment of market power.
