Competition Law Toolkit : Emerging Economies

I. Regional Solutions

The beginning of this section raised the question of whether it is appropriate for small and emerging economies to adopt a system of competition law. An alternative to the adoption of individual laws by sovereign states is for a number of countries to collectivelyadopt a regional law. EU law is a paramount example of this, and this might be a solution in other parts of the world. Common Market for Eastern and Southern Africa [ PDF ], for example, has been active in this respect. A benefit of regional action is that states, by acting together, may be able to adopt a coordinated response to local concerns; to promote economic integration in the region; and to expand export markets.
