IX. Enforcement Mechanisms

A system of competition law should be designed in a way that will lead to efficient and effective enforcement, free from the risk of political manipulation and the influence of powerful pressure groups. The mere adoption of a competition law is of very little value unless that law is then implemented effectively, and seen to be so.
