Prohibition of Quantitative Restrictions

The GATT prohibits quantitative restrictions on imports or exports of goods.

Article XI of the GATT creates a general prohibition of any kinds of quantitative restrictions on imports or exports of goods. Article XI of the GATT provides that no prohibitions or restrictions other than duties, taxes or other charges shall be instituted or maintained, whether made effective through quotas, imports or export licenses or other measures. Quantitative restrictions are indeed clear forms of obstacles to trade. In the framework of disputes among GATT Contracting Parties, various measures other than quotas have been found to breach Article XI of the GATT: minimum export or import price systems, discretionary licensing systems, etc.
