What the Reorganization Means for Developing Member CountriesHow does the reorganization help developing member countries (DMCs)?The reorganization emphasizes placing the DMCs at the center of ADB operations. The reorganization enhances country focus, and country assistance programs are more integrated because they are based on a country's overall requirements rather than by sector or theme. With the reorganization, ADB responds more quickly and effectively to the needs of DMCs, because only one department is responsible for making decisions for operations. Staff members possess better understanding and knowledge of a particular country because they work on fewer countries. Finally, the effectiveness and efficiency gains from reorganization also result in better delivery of services to DMCs.
Has the role of the resident missions changed?Resident missions continue to be a primary operational interface with DMCs. This role becomes more effective as they now have direct inputs into decision making in the regional departments as members of the regional management team. Has the loan and technical assistance cycle been disrupted? What measures have been taken to ensure a smooth transition?The implementation of the reorganization has been carefully sequenced to ensure minimum disruption to operations and lending. Transition arrangements have been made for relocated work to ensure continuity at the project level. Are there changes in ADB's procedures that affect operations?A working group looked at ways to achieve greater effectiveness within the new structure, including changing processes and documentation. The new processes are simpler and more responsive to country and project needs.
