| Description of Outcome | Improved living conditions in the 6 major cities of Rajasthan by 31 March 2009, the revised loan closing date. This includes improved water supply for 7 million people to meet Indian standards of volume, period of supply and quality. Of these, 6 million people are to benefit from installation of sewerage systems and 3 million will concurrently benefit from improved drainage and urban transportation. Incorporated in these beneficiaries are 100,000 households living in 132 improved slums. | ||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||
| Progress Toward Outcome | The number of targeted beneficiaries is 7 million from improved water supply. Works in six cities under the project has been completed and which will cater to 8 million people by 2011.
From improved wastewater management facilities 6 million people were targeted beneficiaries and 3 million people to benefit from improved stormwater drainage. Till now 5 million people has been benifitted by the improved sanitary conditions and strom water drainage facilities. 3 million people were targeted to benefit from improved urban transport. Most of the works have been completed and only construction of 2 railway over bridges are in progress. The works has reduced travel time, pollution, vehicle operating costs. A number of heritage works have been renovated improving local conditions and helping to attract more tourists. |

| Description of Project Outputs | Part A: Community Awareness and Participation Program (CAPP) being undertaken by NGOs to make the improvements more sustainable and to prepare beneficiaries to take advantage of the improved services and to agree to the related increases in property tax, water tariffs and sewerage fees.

| Status of Implementation Progress (Outputs, Activities and Issues) | To date 217 contracts have been awarded worth about $234.5 million in ADB financing. Of these 174 contracts have been physically completed, 102 financially closed. The remaining works, including the Bisalpur system, are expected to be completed by end 2008, allowing time for commissioning, guarantee and various state clearance procedures required for each contract. In order to accommodate the Bisalpur system the Project completion and loan closing date have been extended to 31 March 2009.
Water supply has been augmented by more than 300 MLD, excluding the Bisalpur system will add a further 400 MLD for Jaipur and more than 70 villages along the pipeine, which is being distributed through 1666 km of new pipeline and 90 water tankers for peri urban areas. More than 1167 km of sewers have been laid and 4 sewage treatment plants have been completed, with 2 under construction. 10 new flyovers have been built, with 3 under construction, and 100 km of roads with drains have been improved. Four new sanitary landfills have been built, 10 new fire stations, 5 community health clinics have been constructed. 17 Historical sites in Jaipur, Jodhpur and Kota have been developed by RUIDP with consideration of land use control and environmental improvements. The CAPP is being carried out in the 6 cities and the final BME works will be initiated in mid 2008. The CAPP has also been extended for Bisalpur Water Supply works. Staffing and operations for PMUs and PIUs; more than 500 local state and city employees in the 6 cities have been trained on planning, designing, supervising construction and O&M of municipal facitlities. After a slow start, common to large integrated urban development projects with first time executing agencies, there are no remaining issues. The project management unit will continue functioning to complete construction of the ongoing works and the Bisalpur system and in parallel plan, appraise, design, tender and implement the approved follow on urban investment program. In terms of loan covenants the rationalization of the water tariff has been approved by the State and implemented in the six project cities. |

| Linkage to Country/Regional Strategy | The Project was included in the country assistance pipeline for 1998-2000 and was at that time only the second urban sector loan to India from ADB. A second urban development program focussing on 15-20 smaller cities in the State has been developed with similar objectives and scope. | Summary of Environmental and Social Issues | The PPTA for the project included environmental assessments for the solid waste and sewage treatment sites, flyovers and other potential impacts. Similarly social issues were analysed but there was no resettlement in the original project scope. However, a major change in scope was approved by ADB in October 2004 to include the Bisalpur water supply system for Jaipur to augment the depleting ground water resources the city is currently dependent on. While the raw water supply source, the Bisalpur dam, was constructed by the State in the early 1990's to supply water to Jaipur, Ajmer, several dozen villages and a network of irrigation systems, the Jaipur portion had not been built. The Bisalpur system required land acquisition for the water treatment plant and 100 km pipeline to Jaipur. An environmental investigation was carried out confirming that there would be limited short term construction related localized impacts, which are being mitigated through an approved environmental management plan. Resettlement involving acquisition of right of way for the pipeline from about 750 owners was carried out, though there was no need to relcocate residences. For the water treatment plant site, 22 families lost all of their land and residences. The resettlement plan and related compensation matrix has been implemented with 2% of the compensation remaining, due to internal disputes in a few affected families. The remaining funds to be disbursed have been placed in escrow accounts with the local district magistrates for payment upon resolution of these disputes. | ||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||
| Consultations Planned or Carried Out | The original project incorporated consultations with the mayor and councils and benefiting populations in the 6 project cities. The project has improved living conditions for many thousands of slum dwellers and old walled city areas, which required numerous consultations with the local residents. The resettlement plan for the Bisalpur system involved extensive consultations with the affected people, local communities and NGOs.
