Project management capacity is improved
Status of Implementation Progress (Outputs, Activities and Issues) The Project was approved on 24 April 2007. The loan agreement was signed on 28 August 2007. Consulting services and civil works are ongoing.

Component I: Wastewater and Waste Management in Hefei city
1.1 Shiwuli River WWTP is operational - ICB contract for factory mechanics, electrical appliances and instruments awarded; 3 civil works contracts for oxidation ditch and and sewage lines construction awarded.
1.2. Wangtang WWTP Phase II and associated sewers are operational - ICB tender for mechanical and electrical equipment in progress; contract for equipment for Qianshanlu PS awarded; 2 civil works contracts for oxidation ditch and sewage lines construction awarded.
1.3 Municipal sewers throughout Hefei City are improved - 1 civil works contract for sewage lines construction awarded.
1.4 The closed Qingxi Road Landfill site is improved - not yet started.

Component II: River rehabilitation and flood control improvement of Hefei
2.1 Ershibu River rehabilitation and flood control is improved - not yet started.
2.2 Banqiao River rehabilitation and flood control is improved - bidding of contracts ongoing.
2.3 Sili River rehabilitation and flood control is improved - bidding of contracts ongoing.
2.4 Chao Lake flood control works are improved - not yet started.

Component III: Road infrastructure and traffic management in the Xinzhan Zone
3.1 Road infrastructure and traffic management in the Xinzhan Zone is improved - not yet started.

Project management capacity is improved - PMO is fully staffed. Consulting firm has been recruited. The first progress report has been submitted.
Linkage to Country/Regional Strategy The Project is consistent with ADB's water policy and will help the PRC achieve the Millennium Development Goals of environmental sustainability and increased access to safe drinking water and basic sanitation. The proposed Project is consistent with ADB's strategic objectives to make markets work more efficiently through infrastructure development and to promote environmental sustainability in the PRC. Over the past decade, ADB has stepped up its involvement in urban development and water resource management in the PRC through its lending and TA operations. The knowledge gained from similar investment projects in such urban centers as Shanghai, Tianjin, Wuhan, and Fuzhou and that generated from various policy-oriented studies will be incorporated in the design of the Project.
