| Description | The TA has two phases - phase 1 has been dedicated to support the preparation of the feasibility of an investment package, and phase 2 has focused on activities to improve the project management capacities of relevant agencies. | |||
| Objectives and Scope | The objectives of the TA are twofold: (i) to support the GOU in preparing a project suitable for ADB financing that will improve urban environment and living conditions of urban residents-especially the poor-and enhance economic growth; and (ii) to strengthen the project management and implementation capacity of state agencies, ULBs, and utilities so as to ensure successful implementation of the investment project. The ensuing investment project is expected to blend urban infrastructure and services improvements with interventions for urban policy and institutional reforms and capacity building for sustainable urban service delivery. | |||
| Linkage to Country/Regional Strategy | Provision of urban infrastructure and services is the responsibility of urban local bodies in India. The efficient and sustainable delivery of these services requires proper institutional structure, delegation of more power and authority to local governments, adequate financial resources, and the support of national and state governments. The Government's policy as stated in the Tenth Plan, gives high investment priority to provision of basic civic amenities for water supply and sanitation, urban transport, poverty reduction, upgrading of urban slums, and institutional development. | |||
| Geographical Location | Uttaranchal, formerly part of Uttar Pradesh, is a new state created in 2000. The state comprises 13 districts with a total population of 8.4 million. | |||

| Summary of Environmental and Social Issues |
Resettlement issue is not significant as most of the improvements will be carried out on rights-of-way and Government lad, and land acquisition will be minimal. But the TA will thoroughly review and confirm the needs for a full or a short resettlement plan and prepare the required safeguards including a resettlement framework in consultation with stakeholders.
Affordability is not significant because selection of design options for infrastructure services will consider affordability to the households. The potential negative impact of water and sewerage tariffs and solid waste collection fees on the poor will be reviewed and addressed by employing pro-poor block tariffs and other innovtive financing instruments. There is no labor issue as the project will not lead to any job losses. Construction and operation and maintenance of the ensuing project are likely to generate significant employment opportunities. Although no adverse impact is expected on indigenous people, the project preparatory technical assistance will further verify if there are any potential issues and prepare an indigenous people's development plan if necessary. Other risks/vulnerabilities are not significant. Social risks and vulnerabilities including involuntary resettlement will be identified during the TA and specific measures will be developed to mitigate them. |

| Consultations Planned or Carried Out | ADB has undertaken Inception, Interim, and Final Review Missions. The final report was submitted in April 2007 wherein the comprehensive comments by ADB on the draft final report were incorporated and addressed. The Loan Fact-finding and Appraisal missions were also carried out to discuss (i) the proposed Investment Program, its scope, cost, financing, implementation arrangements, and processing schedule; (ii) the urban reform agend to be taken up in conjunction with the proposed program; and (iii) the preparedness of the safeguard documents. Visits were also made to the Program sites in Dehradun, Hardiwar, and Nainital. The Missions also produced the Aide Memoire as well as the Report and Recommendation of the President to the Board setting the scope, costs, implementation arrangements, implementation schedule, and safeguards for the proposed Investment Program. Loan Negotiations were completed in November 2007 and the Multitranche Finance Facility was approved by the ADB Board on 24 January 2008. The TA closing date has been extended until 31 July 2008 due to the need for continued upfront support to enhance the project preparedness of the state agencies and ULBs for the MFF and the first loan project. | |||
