Project Description

The overall goal of the TA is to establish and institutionalize the process for an ADB-Government-NGO tripartite partnership that contributes to regional poverty reduction in the GMS. The purpose is to facilitate this tripartite partnership at its initial stages and, in the process, achieve substantive NGO input into the preparation and eventual implementation and updating of the Regional Cooperation Strategy and Program (RCSP) for the GMS as it pertains to poverty reduction. An additional purpose is to pilot and demonstrate the participatory approaches that are effective in facilitating the tripartite partnership process.

The TA is expected to

  • identify poverty issues as perceived by NGOs
  • agree on a joint strategy and implementation plan for NGO cooperation in the ADB-Government-NGO partnership under the RCSP. Specifically, the outputs would include (I) an initial paper on GMS poverty issues that incorporates the perceptions of civil society
  • an operational plan for NGO participation in the ADB-Government-NGO partnership under the RCSP
  • two sub regional workshop proceedings.

The RCSP will reflect conclusions and recommendations of the TA.
