Project Summary

This technical assistance (TA) is a comprehensive analytical study of both the process and impact of land reform in the Kyrgyz Republic on agriculture, poverty reduction, and the environment, especially the pastures. While the farm privatization has bee mostly completed, the land reform continues and significant challenges remain, such as increasing land disputes, lack of pastureland policy framework, and slow farm registration. No systematic analysis and monitoring has been carried out on the land reform process and impact, and the TA aims to provide policy recommendations.

Among the outputs of this TA are:

  • an assessment of the process of the land reform
  • an assessment of the impact of land reform on agricultural growth, poverty reduction, and the environment
  • case studies in three oblasts (regions): Naryn, Talas, and Batken, to identify good practices in implementation, participatory methods, gender aspects, and understanding farmers' rights
  • local and national workshops
