TA 4759: Reaching the Most Disadvantaged Groups in Mainstream Rural Development – Nepal

Project Summary

Building on the lessons learned from similar community-driven initiatives implemented in South Asia, this TA will pilot a household development grant approach to cover the initial basic needs and develop economic activities, coupled with capacity building and skills development for the most disadvantaged women in rural Nepal. The TA is aimed at improving their economic status and build their self-confidence to be able to integrate into mainstream development processes and participate and benefit from rural development projects such as ADB's loan for the Gender Equality and Empowerment of Women (GEEOW) Project approved in December 2004. The TA's implementation will be closely aligned with the GEEOW Project's implementation.

Two implementation models will be piloted under the TA: model A, in which women development officers will be the social intermediaries; and model B, in which NGOs will be the social intermediaries.

The key activities of this TA include:

  • Establishment of village lists of most disadvantaged households
  • Establishment and implementation of the Household Development Grant (HDG) to allow the most disadvantaged households to boost their self esteem and uplift household assets
  • Capacity building of local government officials to target and monitor beneficiaries confidence and develop beneficiary skills
  • Monitor activities and record lessons learned
