TA 4319: Determinants and Drivers of Poverty reduction and ADB’s Contribution
in Rural Pakistan

Project Summary
While there are a volume of studies on rural poverty and agricultural growth in Pakistan, there has been no systemic attempt to establish linkages between the two. Even less is known of the relationship between changing socioeconomic dynamics in rural Pakistan and poverty incidence. The TA will identify the major determinants of rural poverty, and propose recommendations on public policy and project focus in designing interventions by the Government, ADB and other donors and NGOs for sustained reduction in rural poverty in Pakistan.
Specifically, the TA will:
- analyze the relationship between agricultural growth and rural poverty to prioritize future agriculture-related interventions, while taking into account the role of sub-sectors for reducing the socio-economic vulnerability of the poor;
- analyze the link between rural poverty and transformation of the rural economy, and
recommendations of non-farm interventions and employment generation that would benefit
the rural poor;
- analyze the link between rural poverty and prevailing social structures and access to social
services;
- assess the role of governance related and institutional factors in reducing or perpetuating
poverty.
- assess the effectiveness of interventions for rural poverty reduction and social safety net programs of the Government, ADB, other donors, and the NGOs.
- study the impact of global cotton prices on rural poverty in Pakistan
The findings and recommendations will help guide and inform future Poverty Reduction Strategy
Paper Updates.
