Project Summary

This TA supports the implementation of Public Order (PO) 2002 on police reforms in four pilot districts of Punjab Province. This will develop a safer and more secure environment based on respect for human rights and equitable access to justice through policing that is more responsive to the needs of the poor and vulnerable, especially women, children and minorities.

Specifically, this TA will do the following:

  • formulation and implementation of pilot district strategies; training needs analysis; provision of trainings: police, investigation, forensic and officers' training; curriculum design, community policing, human rights, gender and local and special laws; strengthening of district police inspectorate systems;
  • establishing performance-based systems of rewards and promotion; public awareness campaign about PO 2002, including revised police systems and procedures;
  • increased citizen participation in the delivery of police services; establishing mechanisms to ensure regular consultation with civil society; capacity building of female police.
