Project Summary

Past efforts to develop the rural water supply and sanitation (RWSS) sector in the country focused mainly on the construction of physical facilities. The Government is aware of the needs to pay increased attention to strengthening sector policy, strategy, operational frameworks, and institutional capabilities including those of the poorest communities. The TA will help the Government prepare a medium-term RWSS sector plan, investment strategy for 2006-2010 (for inclusion in the 11th Five-Year Plan), and a RWSS long-term strategy outline (2006-2015) with a view to achieve the Millennium Development Goal on the RWSS sector.

The TA will carry out a sector review to assess sector constraints - especially in addressing poor's access to safe water and sanitation services, prepare three case studies to illustrate the key institutional, financial and technical issues in the RWSS sector that need to be highlighted in the plan and strategy, and organize national and provincial workshops to support participatory process in which the voices of the poor are fully incorporated into the plan and strategies.
