Project Summary
The TA will contribute to building capacity of National Development Reform Commission to draft the 11th Five Year national development plan in a manner more consistent with international practices – i.e. to make the process of the Five-Year Plan development more consultative and make the Plan more realistic, prioritized and pro-poor.

In particular, the TA will support the inclusion of appropriate policy responses that are pro-poor and mitigate further deterioration of income distribution and a widening of the rural-urban divide and coastal-interior gaps.

There are five components to the TA:

  • National conference
  • Overseas intensive training
  • Pilot project
  • Regulations drafting
  • Substantive studies on five topics.
  • TA Paper [ PDF: 153 kb | 16 pages ]
  • TACR [ PDF: 25kb | 2 pages ]
