TA 4298: Capacity Strengthening of PRC’s National Development Planning Process - People's Republic of China

Project Summary
The TA will contribute to building capacity of National Development Reform Commission to draft
the 11th Five Year national development plan in a manner more consistent with international practices – i.e. to make the process of the Five-Year Plan development more consultative and make the Plan more realistic, prioritized and pro-poor.
In particular, the TA will support the inclusion of appropriate policy responses that are pro-poor and mitigate further deterioration of income distribution and a widening of the rural-urban divide and coastal-interior gaps.
There are five components to the TA:
- National conference
- Overseas intensive training
- Pilot project
- Regulations drafting
- Substantive studies on five topics.
