TA 4307: Poverty Reduction in Key Forestry Conservation Programs - People's Republic of China

Project Summary
In response to the worsening deforestation and environmental degradation, the Government
adopted a series of national policies and programs, including the six Priority Forestry Programs
(PFPs) which started in 1998. While PFPs have been successfully reducing logging and
conversion of steep agriculture lands into forests and grasslands, some evidence shows that
there could be some negative impacts on the livelihood of the poor and poverty reduction. Some
implementation difficulties have been also reported.
The TA will carry out a comprehensive study to identify the environmental and socioeconomic
(including gender) impact of the selected PFPs on affected people and the poor in particular to
establish a basis for policy reforms related to poverty reduction and natural resources
management.
The TA will make an analytical review of the objectives, policy framework and processes of the
PFPs. It will also review the linkage of poverty and environmental degradation and then
recommend adjustments to policy framework to ensure that poverty reduction objectives are
realized. Lastly, it will design a cost-effective and feasible monitoring and evaluation system for poverty reduction and PFPs, with recommendations for the system’s implementation.
