Project Summary

The TA will assist the Shanxi provincial government in the development of a model socioeconomic and environmental mitigation program that will focus on retraining redundant miners, developing job creation schemes for redundant miners, and reducing environmental impacts for poor communities following the closure of large numbers of small coal mines.

The TA will undertake the following:

  1. study to identify and evaluate the options available to reduce the number of redundant and unemployed miners
  2. determine a corresponding strategy for the creation of alternative economic activities

This TA will be implemented in four phases:

Phase 1 data gathering, preliminary analysis and preparation of outline policy recommendations
Phase 2 identify options for training and reemployment programs based on international experience
Phase 3 develop specific assistance programs for the study area including a plan for monitoring its social and environmental impacts and an action plan for implementing training and job creation schemes
Phase 4 implement the program in the study area and assess the implications of wider application throughout Shanxi province and the PRC
