Project Summary

The TA shall formulate and demonstrate replicable models and mechanisms for NGO participation in government-funded village-level poverty alleviation efforts, with consensus built behind a comprehensive framework for mainstreaming NGOs' role in national poverty reduction efforts.

The activities are as follows:

  1. Analysis design and framework development for NGO-government partnerships in reducing poverty, incorporating demonstrated models and mechanisms and concrete recommendations for institutional and policy reforms
  2. Capacity building among local officials and NGOs for NGO-government partnership in village poverty alleviation work
  3. Pilot test and implementation of models and mechanisms for NGO participation
  4. Monitoring and evaluation on the efficacy and impact of NGO-implemented projects, as well as comparisons to government-implemented poverty alleviation projects in small control and hybrid samples of villages
