RETA 6073: Developing Tools for Assessing the Effectiveness of ADB Operations in Reducing Poverty

Project Summary

Drawing upon existing approaches, the RETA will develop, pilot-test and adopt customized methodologies of poverty monitoring and analysis to enable better understanding and measurement of the underlying factors and mechanisms driving changes in the incidence and severity of poverty in selected developing member countries: Indonesia, Pakistan, People's Republic of China and Viet Nam.

The specific outputs of this TA are:

  • A survey data depository that will provide easy access to relevant statistical data for poverty analysis
  • A review of poverty measures and analysis used in final or draft poverty reduction partnership agreements (PRPA) and corresponding country strategy and programs (CSPs)
  • Innovative survey data collection and processing tools to enable more cost-effective collection of baseline and follow-up data at project and sector levels
  • Poverty and inequality data generated at disaggregated geographic levels
  • Easy to use analytical protocols to model poverty and distributional impacts of ADB-financed initiatives
  • Workshops on poverty monitoring and impact assessment techniques for developing member countries and ADB staff
