Project Summary

This regional technical assistance (RETA) is designed to create the enabling environment for participatory budgeting in local government by building on global best practices of civil society work. Participatory budgeting provides citizens with the opportunity to influence and help make budget decisions. This project will engage the poor and their representatives in preparing budgets that will provide efficient, effective and responsive pro-poor service delivery.

This TA shall be implemented in Pakistan, Sri Lanka and Indonesia. The pilot local governments will institutionalize budget education and participatory decision-making. Lessons from all pilot regions will be exchanged in countrywide outreach seminars to enable other local government to follow such approaches. The outputs of the TA will include the following:

  • An agreed participatory budgeting strategy
  • Conduction of twelve regional capacity development workshops
  • Local budget fora (LBFs) operational to develop principles and practices of budget work in local government
  • Action plan on how to replicate participatory budgeting approaches
