Project Summary

Access to resources, social services and economic opportunities may often directly or indirectly require proof of legal identify and age. In many developing member countries of ADB, proof of identify is lacking for significant portions of the population due to the absence of an inclusive and effective birth registration system. There is a need to have systematic understanding of the nexus between the absence of birth registration and poverty and identify ways to facilitate access to existing resources, services and opportunities, as well as protection.

Therefore, this technical assistance (TA) will seek to support the elimination of inequalities in legal status and entitlements derived from legal identify issues by (i) identifying barriers to establishing legal identify and recommending methods for their removal, and (ii) pilot-testing methods to promote the establishment of legal identity. The TA will cover Bangladesh, Cambodia and Nepal.

Its key outputs include:

  • An analytical report containing requirements for establishing legal identity and practical solutions as well as appropriate law and policy reform in participating DMCs.
  • Trained ADB staff and stakeholders in DMCs.
  • Projects and programs in ADBs pipeline with legal identity concerns identified.
