RETA 6248: Legal Empowerment for Women and Disadvantaged Groups – Regional

Project Summary

The RETA will promote the increased incorporation of legal empowerment (LE) components into the ADB loans. More specifically, this will identify and test effective LE strategies and methodologies to increase access to basic social services and productive resources by women and disadvantaged groups. This RETA will also disseminate practical lessons learned for use by ADB staff, governments, NGOs and funding agencies.

The key activities are:

  1. Background Information. Collect relevant background information for the design of the pilot LE initiatives to be carried out in component 2.
  2. Pilot LE Initiatives. Identify relevant national legal services NGOs and test/pilot effective LE modalities to increase women's and other disadvantaged groups' access to basic social services and productive resources in selected districts in the three countries covered by the RETA. The pilot phase will continue for 12 months, including a participatory preparation phase which will identify the exact types of LE services and detailed implementation arrangements.
  3. Dissemination and Follow-Up. Assess impact and lessons learned flowing from components 1 and 2 and suggest further steps for ADB, DMCs, and NGOs in the three countries. RETA results and findings will be discussed at national workshops and culminating with a regional conference.
