Project Summary
The TA aims to quantify the socioeconomic impacts of road crashes in selected countries in Asia and identify measures that could be taken to mitigate them. It will help DMCs across the region take appropriate countermeasures to address road safety concerns particularly those that have direct impact on the poor.
Main outputs include:
- an analysis of household surveys that will identify the impact of road crashes on households at different income levels with a particular focus on poor households;
- an improved knowledge base of the actual road crash statistics;
- development of an action plan to reduce the vulnerability and risks of the poor to road crashes; and
- promotion of sector policies and regional cooperation by bringing together the various sectors with a responsibility for road safety in each country and promoting collaboration between countries through website, conducting a regional dissemination workshop and production of a video highlighting the key findings.
Key activities include:
- Inventory health care facilities and rehabilitation services available for road traffic victims in the study areas, and assess the burden road crashes place on the health sector by surveying the resources allocated to road traffic casualties in hospitals and health clinics.
- Survey prospective victim households to document the financial cost and socioeconomic impacts of having a household member killed or injured in a road crash.
- Review alternative sources of road casualty data, and estimate the incidence of actual road traffic injury and extent of underreporting by casualty severity.
- Collect data on property damage costs of road crashes, and evaluate the effectiveness of the motor insurance system in providing safety net for road crash victims with particular emphasis on low-income and poverty households.
- Identify the link between road crashes and poverty, including the risk of involvement and the consequences to households.
- Calculate the economic cost of road crashes to the nation, and identify who pays the cost of road crashes.
- Present and compare findings from four countries at national and regional workshops, national videos, and through a project website.
