TA 4028: Transport Services Networks for the Poor - Viet Nam

Project Summary
The TA will develop a methodology for prioritizing and designing transport investments from a
network perspective to ensure that the poor can benefit from road investments. The methodology
developed will be tested in development assistance financed transport network projects. Two
factors that appear to influence the ability of the poor to benefit from ‘traditional’ transport projects will be addressed through the methodology:
- the extent to which national and provincial roads link into the local network of poorer communities with growth potential
- access to, availability and competition of transport services and means (including middlemen, traders services).
Specifically, the TA will:
- develop a methodology for defining subprojects from network perspectives;
- develop poverty impact indicators for determining the impacts of road investments;
- conduct a poverty impact mapping exercise for road infrastructure; and
- examine outreach, competition, affordability, and the cost structure of transport services for the poor.
