Project Summary
The Son La Hydropower Project (SLHPP) and the Huoi Quang Hydropower Project (HQHPP) are considered associate facilities of the proposed Northern Power Transmission Expansion Sector Project being prepared by ADB. The SLHPP and the HQHPP (financed by the Government of Viet Nam) will displace about 96,000 people. The Government has approved $687 million for resettlement and compensation plans and livelihood program for SLHPP while ADB in 2001 approved a TA grant to prepare a new decree on compensation and rehabilitation (TA 3727). This TA will complement capacity building under the previous TA. The TA aims to increase the capacity of national, provincial, and district resettlement authorities, as well as grassroots stakeholders for developing appropriate livelihood programs for the affected people, including ethnic minorities.
The will undertake the following:
- review of existing livelihood system and proposed livelihood programs of the district resettlement plan for the affected people;
- review of the development framework and operational guidelines for preparation of livelihood programs relevant to different ethnic groups;
- review of the Master Resettlement Plan and district resettlement plan for the affected people and develop a comprehensive framework and operational guidelines for improving district plans for the Son La Hydropower Project (SLHPP) and the Huoi Quang Hydropower Project (HQHPP);
- development of guidelines for the selection of appropriate resettlement sites for improving the livelihood system of the affected people;
- assessment of the institutional capacity and technical expertise of the national, provincial, and district authorities, as well as the leaders of the communes and mass organizations, in formulating, implementing, and monitoring resettlement and sustainable livelihood programs for resettled people;
- development of capacity building training modules;
- training of trainers for the relevant resource people from the national, provincial and district authorities as well as the leaders of communes and mass organizations;
- preparation of a master training plan for continuation of the training for the leaders of the commune and mass organizations
- review of the commune level consultation and monitoring system for planning and implementing resettlement and livelihood programs and recommend mechanisms for improved consultation and monitoring in line with Decree 79 (Grassroots and Democracy) and Decree 80 (Regulation for Participatory Investment Supervision);
- initiate dialogue with the provincial and district authorities establishing a separate grievance system for resettlement;
- recommend an effective system for monitoring resettlement activities and livelihood programs within MARD, and provincial district resettlement committees; and
