Project Summary

This TA will identify impediments to developing sustainable agricultural insurance in Viet Nam and propose policy options; provide feasible models for informal agricultural risk mitigation and formal agricultural insurance for pilot testing, and conduct pilot testing of informal and formal risk mitigation models.

Major activities of this TA will include

• reviewing the existing market conditions of agricultural insurance in Viet Nam and pursuing in-depth consultations with public and private stakeholders to ensure that the proposed policy options are practical within the Vietnamese economic and operational environment
• consultations with the private sector to assess the level of interest and major constraints and suggestions for improving regulatory framework
• discussions and workshops with policy makers, government officials and other stakeholders, to gather opinions, disseminate information and build consensus on the optimal approach for fostering agricultural insurance in Viet Nam
• study tours for officials involved in the implementation of the agricultural insurance program in Viet Nam
