Project Summary

This TA will conduct policy and strategy studies, and pilot studies on ICT and e-learning innovations to support development of broader ICT in education frameworks, as well as specific pilot studies on ICT and e-learning innovations. The TA will be implemented within the context of ADB's 2000 policy entitled Our Framework Policies and Strategies: Education that encourages innovations in information and communications technology (ICT), and learning technologies. This policy recommends adapting such technologies, specially for improving access to and quality of education among disadvantaged communities in the developing member countries (DMC). The TA aims to arrive at a consensus on the appropriate innovative ICT in education solutions and their applicability, replicability, and sustainability in a larger scale in DMC country contexts

The three key components of the TA are:

  • Policy and Strategy Studies on ICT in Education. This component will analyze and assess in-depth the demand in DMCs for innovative ICT in education focusing on the impact of increased access and improved quality of education to poverty reduction by applying such innovations.
  • Specific Pilot Studies on Innovative ICT and E-Learning. The pilot studies will be piggybacked to ongoing ADB-funded projects in Bangladesh, Mongolia, Nepal and Samoa. It will involve support trial interventions in e-textbook development and e-teacher training in a small sample of schools under each ongoing project.
  • International Conferences on ICT in education and e-learning. Support will be provided to the ongoing series of international conferences on ICT sponsored by ADB and ADBI.
