This paper illustrates varying forms of participation, from shallow to deep, through several short case studies of ADB activities - from poverty analysis and CSPs to projects supported by the RETA - in contrasting sectors throughout Asia and the Pacific region.

Participatory development can significantly enhance the effectiveness of ADB efforts to reduce poverty in Asia and the Pacific.

To strengthen ADB support for participatory development, this paper recommends a balance among these critical elements

  • supportive institutional and policy environment in ADB and DMCs
  • promotion of a learning environment
  • continued enhancement of staff and partner experience in using participatory methods
