Fund Supports Results Agenda

The Cooperation Fund in Support of Managing for Development Results was established in March 2004 to promote the Asian Development Bank (ADB)’s results agenda both in developing member countries (DMCs) and within ADB.

The fund is designed as a multidonor umbrella facility that allows for successive bilateral grant contributions. The initial contribution from the Government of Canada was supplemented in December 2004 by a contribution from the Government of the Netherlands, bringing the total fund amount to the equivalent of $1.6 million.

Given its current modest size, the fund has been positioned to support pilot technical assistance (TA) projects aimed at enhancing DMCs’ institutional and technical capacities to adopt results-based management tools and approaches.

Examples of activities eligible for funding include, among others, pilot initiatives to introduce results-based planning and budgeting at the DMC level; improve methods for measuring and monitoring development results in national, local, or sectoral plans; and enhance and harmonize national statistical systems.

TA proposals submitted by ADB regional departments are assessed by a fund review committee according to six criteria: linkage of the proposed initiative with national development plans and programs; specification of development results to be better captured; specification of beneficiary institutions and capacities to be strengthened; innovativeness, participatory dimension, and replication potential; adequacy of mechanisms for monitoring and evaluating the initiative; and comparative advantage and implementation capacity of ADB.

It is expected that all contributions from Canada and the Netherlands will be allocated by the end of 2005 and that all endorsed TA proposals will be fully processed by mid-2006.
