News from Resident Missions

Bangladesh Resident Mission: Workshop on Cofinancing Greenhouse Gas Mitigation Projects through Carbon Revenue
About 50 participants from ADB's existing and potential executing and implementing agencies participated in a Clean Development Mechanism (CDM) workshop jointly organized by the Bangladesh Resident Mission (BRM) and Regional and Sustainable Development Department (RSDD) Carbon Market Initiative on 19 October in Dhaka, Bangladesh.

Cambodia Resident Mission: Consultations on Pilot Program for Climate Resilience
A joint mission by ADB, World Bank, United Nations Development Programme, and International Finance Corporation in October held a series of consultations with government, donors, private sector, and civil society to assist the Government of Cambodia in preparing a proposal for grant funding under the Pilot Program for Climate Resilience (PPCR).

PRC Resident Mission: 2nd PRC Tendering and Bidding High-Level Forum
Country Director Robert Wihtol delivered a keynote speech at the high-level forum in Beijing, People's Republic of China (PRC), co-organized by the National Development and Reform Commission (NDRC); the ministries of Finance, Communications, Railways, Industry, and Information Technology, Housing and Urban-Rural Development, Water Resources, and Commerce; and the World Bank (WB). PRC Vice Premier Li Keqiang, NDRC Chairman Zhang Ping, WB Acting Country Director Ardo Hansson, and other ministers and vice ministers of the PRC government attended the forum.

Japan Representative Office: Discussions on Regional Economy and ADB's Climate Change Efforts
Assistant Chief Economist Joseph Zveglich Jr., Regional and Sustainable Development Department (RSDD) Advisor Jun Tian, and RSDD's Senior Clean Energy and Climate Change Specialist Toru Kubo presented on the region's economy and ADB's efforts on climate change at seminars held on 21 October in Tokyo and 23 October in Osaka. The seminars were jointly hosted by Keidanren and Kankeiren/Osaka Chamber of Commerce and Industry, respectively.

They also discussed ADB operations with officials from the ministries of finance, environment, and economy, trade and industry. Mr. Zveglich was interviewed by Bloomberg, Reuters, and other select media.

Lao PDR Resident Mission: Grants for the Strengthening Higher Education Project and the Private Sector and SME Development Program Cluster–subprogram 2
Country Director Gil-Hong Kim and Lao PDR Vice Minister of Finance Viengthong Siphandone on 23 October signed a $24.8 million grant to improve the quality of graduates and a $15 million grant for continued implementation of the enterprise law and simplifying business registration, including the establishment of enterprise registry offices, procedures for regulatory reform, and building capacity in trade policy formulation.

North America Representative Office: ADB Meets Senior US Officials
A mission comprising Director General Sultan H. Rahman of Pacific Department (PARD), Resident Director General Christopher MacCormac of North America Representative Office (NARO) and PARD Director Sungsup Ra met with United States Assistant Secretary of State Kurt Campbell, US Assistant Secretary of the Interior Tony Babauta, and USAID Deputy Assistant Administrator for Asia Margot Ellis in October. The mission discussed a strategic review of their operations, strengthening development partnerships and areas of cooperation between ADB and the US in the Pacific.

Sri Lanka Resident Mission: South Asia Regional Forum on MfDR Held 13-14 October
Director General Kunio Senga of the South Asia Department (SARD) joined the discussions in Sri Lanka on implementing results-based budgeting and new approaches to managing for development results (MfDR) implementation. Country Director Richard Vokes facilitated the inaugural session at the event attended by Sri Lanka's Minister of Plan Implementation, Secretary of the Ministry of Plan Implementation, and participants from Afghanistan, Bangladesh, India, Maldives, Nepal, and Sri Lanka. Resource speakers from Australia, Malaysia, and the Philippines presented experiences on results-based budgeting.

Thailand Resident Mission: ADB's Support for E-learning Recognized
Country Director Jean-Pierre Verbiest received an award from Thailand Prime Minister Abhisit Vejjajiva for ADB's support for e-learning in the country supported by a technical assistance on capacity building and school networking. The award was given at the opening of the Electronics Learning and Information Network Center.

Uzbekistan Resident Mission: Developing a Strategic Urban Sector Road Map for Uzbekistan
A workshop was held on 27 October in Tashkent to define the core problems, strengths, weaknesses, threats, and opportunities impacting the performance of the urban sector in Uzbekistan. Participants of the workshop discussed the next steps in preparing the Uzbekistan urban sector road map and the long-term vision for urban development.
