Asia and Pacific Moving into More
Integrated and Inclusive Era, ADB President Tells Annual Meeting
The Asia and Pacific region is moving into a new era of development and regional cooperation, ADB President Haruhiko Kuroda told the opening of the 38th Annual Meeting of the ADB Board of Governors on 4 May.
"Developing Asia is in the midst of a fundamental and far-reaching transformation," he told the gathering of development partners, private banks, civil society, NGOs and media in Istanbul. "It is no longer on the periphery of the global economy - it is central to global economic progress."

Turkish
Prime Minister Recep Tayyip Erdogan Declares Solidarity with Tsunami-Affected
Countries
Turkish Prime Minister Recep Tayyip Erdogan addressed the Annual Meeting
on 5 May. Pointing to Turkey's own earthquake disasters, Mr. Erdogan
expressed Turkey's solidarity with tsunami-affected countries. He
described Turkey's future role as an "important center for communication of the Asian countries with
Europe".

ADB Has a 'Vital Role' to Play in Helping Developing Asia Achieve MDGs
"ADB has a vital role to play
in helping developing Asia reach the full range of Millennium Development
Goals", Ibrahim H. Canakci, Turkish Under Secretary of Treasury, said
on 4 May at the ADB Annual Meeting in Istanbul.
Ali Babacan, Turkish Minister of State in charge of Economy, also praised ADB's record as hub of development financing and its role in facilitating regional cooperation.

ASEAN+3 Taking Big Step Towards Economic Integration, ADB Official Says
The measures to strengthen financial cooperation and Asian Bond Markets announced by ASEAN+3 Finance
Ministers on 4 May on the occasion of ADB's 38th Annual Meeting are a significant step towards
greater economic integration in Asia, a senior ADB official said.
"The strengthening of the Chiang Mai Initiative and the enhancement of the ASEAN surveillance process will boost resilience and economic growth of the region," said Masahiro Kawai, Economic Advisor and designated Head of the newly-created Office of Regional
Economic Integration.

Union Experience on Reforms and Regional Cooperation can greatly benefit
Asia-Pacific Countries
European Union experience in regional integration can greatly benefit Asia and the Pacific, ADB President Haruhiko Kuroda told a seminar preceding the ADB Annual Meeting on 3 May. "While the drivers of economic integration in Asia are different than those in Europe, the European Union nevertheless has many lessons that Asia can draw on in fostering regional integration," Mr. Kuroda said.

ADB Annual Meetings are statutory occasions for Governors of ADB member
countries to provide guidance on ADB strategic, financial and operational directions. The meetings provide opportunities to interact with ADB
Management, other financial institutions, private sector, academe, NGOs
and the media. Over 3,000 participants attended ADB's 38th Annual Meeting in
Istanbul.

Paris
Declaration on Aid Effectiveness: International Community and
Developing Countries Hold Themselves Accountable For Better Use Of
Development Aid
On 2 March, over one hundred countries and development institutions,
such as the ADB, approved the Paris Declaration on Aid Effectiveness, a practical blueprint to provide aid in more streamlined ways that better meet the needs of developing countries.
They agreed to improve accountability and implementation monitoring of
specific quantitative indicators.
The document was agreed upon at the Second High Level Forum (HLF 2)
on "Joint
Progress toward Enhanced Aid Effectiveness" hosted by the French government.

ADB Approves New Policy on Access to Information as Part of its
Reform Agenda
On 22 April, the ADB Board of Directors approved a new Public Communications Policy that gives the public greater access to
ADB documents and commits the bank to greater openness and dialogue with stakeholders.
The policy will become effective on 1 September.

Approved US$200 Million Assistance for Tsunami-Affected States in India
On 14
April, ADB approved a US$200 million loan and grant assistance package to help India restore livelihoods and reconstruct damaged infrastructure in Tamil Nadu and Kerala
States in the wake of the tsunami disaster.

ADB Approved $300 Million Grant for Tsunami-Affected Indonesia
On 11 April, ADB approved a $300 million grant from its Asian Tsunami Fund to help reconstruct tsunami-affected areas in Indonesia.

ADB Approved US$20 Million Grant for Tsunami-Affected Maldives
On 31
March, ADB approved a US$20 million grant from its Asian Tsunami Fund
and a loan of $1.8 million from
its concessional window, the Asian Development Fund, to help rehabilitate damaged infrastructure and restore livelihoods in the Maldives.

Approved $600 Million Grant for Multidonor Asian Tsunami Fund
On 17 February, ADB's Board of Directors approved the setting up of a multidonor Asian Tsunami
Fund (ATF), with ADB making its own initial grant contribution of US$600 million, to deliver prompt emergency funding to tsunami-affected countries.
This is the largest ever grant assistance approved by ADB, 95% of
which was already committed to specific reconstruction projects by end
of April.

Notification is possible for ADBI's daily e-newsline,

ADB/OECD Anti-Corruption Initiative for Asia-Pacific Welcomes PRC and Thailand as Full Members
ADB/OECD Anti-Corruption Initiative for Asia-Pacific welcomed the People's Republic of China
(PRC) and Thailand as new members in Hanoi on 19 April. The Initiative launched in 1999 draws
on a first-of-its-kind partnership between all social partners of Asia-Pacific countries. It
will assist countries from the region in
developing comprehensive anti-corruption policies at
national and regional levels and will provide capacity building in this area. |
UK Contributes Extra US$58 Million to ADB
Technical Assistance Fund for India
The United Kingdom has contributed an additional 30 million pounds (US$58 million) to a trust fund at ADB to finance poverty-focused technical assistance in India.

Sweden Contributes $14.3 Million to Set up AIDS Trust Fund at ADB
On 23 February, the Government of Sweden signed an agreement to set up a multidonor trust fund at ADB to assist Asia-Pacific countries in their fight against HIV/AIDS, with an initial contribution of
SEK 100 million ($14.3 million).
