New Solutions Needed to Meet Challenges of Asia's Two Faces, ADB President Tells Annual Meeting

Asia and Pacific countries should work together to reduce disparities within the region by sustaining high economic growth and spreading the advantages of growth to the disadvantaged, ADB President Haruhiko Kuroda told the official opening of ADB's 39th Annual Meeting of its Board of Governors on 5 May.

In a speech titled “The Two Faces of Asia: Working Together for a Poverty-Free Region,” the ADB President emphasized that while absolute poverty is declining, inequality is growing. Participants to the Annual Meeting also underlined that promoting social development and sustainable equitable growth, good governance and environmental responsibility will help close the gaps in incomes and opportunities.

Pan Asian Free Trade Area Could be Region's Future, Indian PM Tells ADB Annual Meeting

A Pan Asian Free Trade Area could be the future of the region, India’s Prime Minister Manmohan Singh told the formal opening of ADB’s 39th Annual Meeting of the Board of Governors in Hyderabad.

India has concluded numerous free trade agreements with the South Asian Association for Regional Cooperation (SAARC), Singapore, Thailand, and is working on similar arrangements with the Association of Southeast Asian Nations (ASEAN), Japan, People’s Republic of China, and Republic of Korea, he said.

ADB Annual Meeting Closes with Pledge to Continue Fight on Poverty

More must be done to include the poor in the region’s plans for growth, ADB President Kuroda said in his closing statement. Including the poor means investing in people, investing in rural development and basic human services, like health and education; and investing in infrastructure, which directly benefits the poor by providing access to markets and services that can improve their standard of living, he added.

Asian Development Outlook (ADO) 2006:
Asia to Post Strong Economic Growth in 2006-2007, ADB Says

Developing Asia expects strong economic growth of 7.2% in 2006 supported by a broadly favorable outlook for the international economy and improved economic performance, ADB says in its flagship publication Asian Development Outlook (ADO). The report also highlights global risks and Asia's increased resilience to external shocks. It was launched in Hong Kong on 6 April and presented in London, Paris and The Hague on 7-11 April. The report covers 43 developing Asia economies and includes a special chapter on "Routes for Asia's Trade".

ASEM Finance Ministers Meeting: President Kuroda announces Carbon Market Initiative and Shares Views on Avian Flu*

President Kuroda announced ADB's new Carbon Market Initiative (CMI) at the ASEM Finance Ministers Meeting in Vienna on 7 April. An Asia-Pacific Carbon Fund will assure upfront financing of clean energy projects and a Credit Marketing Service will facilitate carbon credits trading.

President Kuroda also warned of the potential impact of an avian flu pandemic, saying that a pandemic could cost Asia between 2.5 and 6.5 percentage points of annual economic growth.

ADB Operations Increase to $7.4 Billion in 2005, Annual Report Says

ADB operations in 2005 increased by 30% from the previous year to $7.4 billion, according to the ADB Annual Report released on the occasion of the 39th Annual Meeting in Hyderabad, India.


ADB to Double Investments in the Water Sector to Help Achieve MDGs

ADB expects to double its investments in the water sector over the next 5 years, as announced at the 4th World Water Forum in Mexico on 20 March. The move recognizes the clear link between clean water supply, water resources management and poverty reduction. ADB's increased focus on the water sector will help achieve the Millennium Development Goals (MDGs) in Asia and the Pacific.


Multilateral Development Banks (MDBs) Publish First Joint Performance Report

The African Development Bank, the Asian Development Bank, the European Bank for Reconstruction and Development, the Inter-American Development Bank, and the World Bank are making good progress in implementing a results-oriented management approach, according to a recently released Joint Performance Report. The report focuses on the MDBs’ implementation of managing for development results, which aims at improving the development impact of their operations. It is the first such report produced jointly by the MDBs.


Asia 2015 Conference, London: Building up New Partnerships to Promote Growth and Poverty Reduction*

On 6-7 March, senior government officials, representatives of multilateral institutions, development partners and civil society from Asia attended a high-level conference hosted by the United Kingdom’s Department for International Development and co-sponsored by ADB and the World Bank. The conference, Asia 2015: Promoting Growth, Ending Poverty, sought to learn from Asia's success in reducing poverty and promoting inclusive and sustainable development.

Brunei Darussalam Becomes 65th ADB Member Country

Effective 27 April 2006, Brunei Darussalam became the 65th ADB member country.

Mekong Development Forums Held in Singapore and Stockholm

To promote public private partnerships in the infrastructure sector in the Mekong region, two development forums were held in Singapore, 3 March and Stockholm, 3-4 April. The events were co-organized by ADB and, respectively, the International Enterprise Singapore, the Swedish Ministry of Foreign Affairs and the Swedish International Development Cooperation Agency. Regional infrastructure needs are estimated to $10-$15 billion in the Mekong region, it was discussed at the forums.


PRC: Well Positioned to Tackle Inequalities, according to China Development Forum in Beijing

The People's Republic of China (PRC) is well positioned to sustain economic growth over the next decade by further reducing poverty, improving governance, promoting social development and managing the environmental impact of rapid economic growth, ADB President Kuroda said in Beijing on 19 March.


India: Infrastructure and Social Inclusiveness are Key to Future Prosperity, Says ADB

Infrastructure development has a crucial role to play to sustain high economic growth in India, President Kuroda told audiences in India on 10 March. He also noted that socio-economic development is expected to become more inclusive as the economy matures and benefits spread widely.


Enhanced Regional Partnership to Combat Avian Flu Threat in Asia-Pacific

On 16 March, ADB and major regional development partners launched a $38 million grant project to counter the immediate threat posed by avian influenza to the Asia-Pacific region.


Malaysia: ADB Launches MYR3.8 Billion Medium Term Note Program (MTN)

ADB announced on 18 April its MYR3.8 billion ($1 billion) Medium Term Note Program in the domestic capital market of Malaysia and launched its first issuance, amounting to MYR500 ($140 million), with a maturity of 5 years. AmMerchant Bank is the lead arranger of the MTN Program.


Cofinancing

In 2005, total cofinancing with ADB amounted to $7.4 billion, including Official Development Assistance (ODA) of $2.15 billion and commercial financing of $5.25 billion. This significant increase is due to several large infrastructure projects cofinanced with public and private sector partners.

ADB Regional Departments Realigned [ PDF ]

Effective 1 May, ADB regional departments at headquarters in Manila were realigned to form the Central and West Asia Department (CWRD), the East Asia Department (EARD), the South Asia Department (SARD), the Southeast Asia Department, and the Pacific Department (PARD), the latter remaining unchanged.

CWRD is led by Director General (DG) Juan Miranda, EARD by DG Satish Rao, SARD by DG Kunio Senga, SERD by DG Rajat Nag, and PARD by DG Philip Erquiaga. CWRD and SARD report to Vice-President Operations Group 1, Liqun Jin together with the Private Sector Operations Department (PSOD) led by DG Robert Bestani, the remaining departments will report to Vice-President Operations Group 2, C. Lawrence Greenwood Jr.

North American Representative Office (NARO): New Resident Director General Appointed

Thelma Diaz was appointed Resident Director General of ADB North American Representative Office. Based in Washington, DC, NARO is responsible for enhancing public awareness on Asia's recent developments and ADB operations, facilitating resource mobilization, promoting cofinancing and coordinating with multilateral and bilateral development institutions headquartered in the USA and Canada.


Viet Nam Resident Mission (VRM): New Country Director Assumes Office in Hanoi

Ayumi Konishi, ADB's new Country Director for Viet Nam, assumed office on 3 April. Based in Hanoi, VRM is responsible for coordinating ADB’s assistance in Viet Nam and strengthening ADB partnership with government, key stakeholders and other development partners.

ADB Publication on Labor Markets in Asia: Issues and Perspectives, Palgrave Macmillan

Labor Markets in Asia: Issues and Perspectives addresses the challenge of creating jobs across the region, the links between globalization, technological change, competition and labor markets. It also provides a framework for policy action in a region where demographic transition will raise major development challenges.


OECD Book Launch: Policy Coherence towards East Asia: the Role of OECD Countries*

The book looks at the impact in East Asia of the OECD countries' policies on trade, investment, agriculture, development finance, macroeconomic policies and regional cooperation. Further, the publication examines the interaction and coherence of OECD countries' policies. Co-editors include Kiichiro Fukasaku, Michael Plummer, Alexandra Trzeciak-Duval and Masahiro Kawai, Head of ADB's Office of Regional Economic Integration. The book launch took place on 11 April at the Japanese German Center Berlin (JDZB) with the participation of ERO Resident Director General, Philippe Bénédic.
