This is the seventh issue of Anticorruption and Integrity e-bulletin. In this issue, learn the distinction between contractual obligations and fraud; advisories on sanctions violators; and catch up with integrity news and events.

Feature: Contractual Dispute or Fraudulent Practice?

Each year, ADB approves thousands of contracts to consulting firms worth many millions of dollars. Most of these consulting firms then engage individual consultants to carry out the specific tasks of the project. Contractual disputes arise from time to time between the firm and consultant, with alleged non-payment of fees a recurring theme.

Ordinarily, such contractual disputes are beyond ADB's influence. However, this is not always the case, particularly when a consulting firm becomes the subject of repeated complaints of non-payment of consultants' fees.

Advisories

Sanction Violation of Mohammad Alam (Md. Alam), Bangladesh

Mohammad Alam, also known as Md. Alam violated an ADB sanction. He has been debarred indefinitely but because he attempted to participate in an ADB project, his name was posted on ADB's website.


Extension of Sanctions to Rana International Builders (M/s Rana International Builders),

Rana International Builders, also known as M/s Rana International Builders violated an ADB sanction. Its sanction has been extended until 14 September 2019, and its name posted on ADB's website. No contracts or contract variations should be issued for Rana International Builders without approval from the Office of Anticorruption and Integrity (OAI).
