Pacific DMCs face significant challenges in generating broad-based and sustained economic growth

Managing for Development Results in the Pacific Region

A departmental approach to integrate results-based management into operations through greater selectivity and focus

ADB's Pacific Strategy 2005-2009, endorsed by the Board of Directors on 11 November 2004, has provides the Pacific Department (PARD) with the opportunity to build a results framework across all of ADB's Pacific operations. The adoption of a results-based approach is expected to lead to long-term improvements in the quality and responsiveness of ADB's Pacific operations. The Pacific Strategy is a unique document in ADB, providing a framework for all country programs and regional cooperation activities.

2005 Budget Workshop of International Financial Institutions Held in ADB

International Financial Institutions (IFIs) build stronger linkages among developmental results, work programs, and resource allocation

Twelve IFIs, including multilateral development banks (MDBs), participated in the 2005 Budget Workshop held on 26-28 April. The following inititaives were discussed to help address results management:

Assessing performance: experience with the balanced scorecard approach A number of IFIs have implemented the balanced scorecard approach to gauge the performance of an institution or a particular department.

Work program selectivity: how budgeting can help IFIs are increasingly asked to take on broader mandates that can, without careful operational prioritization, result in poor organizational effectiveness and resource-use efficiency.

Directions for results-based budgeting: output-based and unit cost analysis Resource allocation at IFIs is shifting to emphasize the comparison of outputs achieved with resources utilized rather than the conventional practice of managing input quantities and costs.

Other initiatives include improved cost measurement focusing on outputs, multi-year planning mechanism, and benchmarking.

Workshop on Results-Based Country Strategies and Programs

Lessons highlighted prior to mainstreaming results-based country strategies and programs (RB-CSPs)

The workshop on RB-CSPs, held on 9 and 10 June at ADB Headquarters, brought together country team leaders from headquarters and 12 resident missions, and staff from the World Bank (Washington and Philippines offices). Participants exchanged practical knowledge and views about applying managing for development results principles in the context of CSP processes. The application of results principles to CSP is still largely perceived as a complex, costly, and demanding process. Introducing a results orientation also needs to extend beyond the mere CSP preparation to have a profound effect on how a program is implemented, monitored, reported, managed and evaluated. Participants stressed the need to manage expectations of the Board of Directors and management and to raise awareness of the complexity and challenges posed by the enhanced results orientation on country programming.
