ADB's 2006-2008 Work Program and Budget Framework
ADB's 3-year rolling business plan reflects an enhanced results-orientation if planning and budgeting tools.
The 2006-2008 Work Program and Budget Framework (WPBF), ADB's 3-year rolling business plan was discussed by the Board of Directors on 11 October. WBPF's purpose is to operationalize the President's planning directions, which quantify the main parameters of ADB operations. Intensive interdepartmental consultations characterized this year's WPBF preparation, coordinated by the Strategy and Policy Department (SPD) and the Budget, Personnel and Management Systems Department (BPMSD). Consultations aimed to identify priority initiatives and their resource implications within a zero-growth budget in real terms for 2006.
It also includes new features that reflect the ongoing effort to strengthen the results-orientation of planning and budget processes in ADB.

MDBs Collaborate on Common Performance Assessment System
The Multilateral Development Bank (MDB) Working Group on Managing for Development Results (MfDR), currently chaired by the Asian Development Bank (ADB) are collaborating on finding ways to measure and improve development effectiveness.
The MDB Working Group is moving ahead to define and establish a common performance assessment system (COMPAS). Its purpose is to provide a joint repository of information on how MDBs are promoting MfDR and contributing, individually and collectively, toward development outcomes. It will facilitate sharing of information and lessons learned among MDBs while responding to international commitments on agency performance and accountability.
The five MDB presidents endorsed the COMPAS methodology, which is being piloted. Results will be reported in an annual report produced jointly by the MDBs under the auspices of the MfDR Working Group. The first report is expected to be release in early 2006.

Norway: A new Donor to the MfDR Cooperation Fund
On 15 June, the Asian Development Bank (ADB) approved an administrative relation to the Government of Norway's contribution to the Managing for Development Results (MfDR) Cooperation Fund amounting to US$1.25 million. Norway became the third country, following Canada and the Netherlands, to join this multi-donor umbrella facility. With this new grant, the fund totaled US$2.9 million.
An Independent Assessment of MfDR at ADB
ADB has engaged a consulting firm to independently asses its MfDR agenda.
The assessment focuses on institutional and organizational aspects and is expected to lead to recommendations for improving ADB's approach to MfDR. It will also feed into preparations for the ASian Development Fund (ADF) IX mid-term review, a process that includes reporting on ADB's results agenda as a major component.
Results-Based Country Strategy and Program (RB-CSP): Practice Note
Shifting the orientation of country programming from resource transfers to development outcomes involves changes in knowledge, attitudes, practices, institutional culture, and techniques. A "practice note" was issued in September to provide an overview of emerging principles and practices in preparing and implementing RB-CSPs. It draws on experiences from ADB and other development partners, including the World Bank's stocktaking of results-based country assistance and strategies and the MfDR Sourcebook of the Development Assistance Committee of Organisation for Economic Co-operation and Development. Specifically, the practice note addresses issues related to results of the framework, outcome indicators, implications for the existing portfolio, results-oriented sector road maps, and joint CSP Process.
