ADB Seeks Civil Society Feedback on Water Operations
ADB Manila is hosted more than 40 representatives of civil society groups last week for the final consultation of the 2005 Comprehensive Water Policy Implementation Review.

Robert J. Dobias, a Director in ADB's Regional and Sustainable Development Department points to the increasing trend toward civil society participation in ADB operations, "in the mid-1990s, less than one in three loan projects had some level of civil society organization participation. By 2004, that had increased to two in every three loan projects. Civil society organizations have increasingly played key roles in policy dialogues and development, contributing to ADB country strategy and programs as well as loan projects and other business."

ADB Grant to Help Restore Microenterprises in Tsunami-Hit Aceh and Nias
About 80,000 businesses are estimated to have been lost to the tsunami, leaving not only massive job losses but the supporting financial infrastructure also severely damaged. A grant of $2 million, financed by the government of Japan will help restore microenterprises and support microfinance institutions.

More than $1.3 Billion in Assistance to Pakistan
ADB approved assistance totaling US$1.33 billion, including $300 million in grants and loans for reconstruction of areas worst hit by the October earthquake; up to $770 million for a new financing product and a $3 million loan to promote highway development; $60 million in loans to clean up the urban environment for 1.4 million people in Rawalpindi, Punjab; and a $200 million loan for the second phase of a resource management program in Punjab.

ADB and IFPRI Assess Impact of Natural Resource Public Investments on Rural Livelihoods in the PRC
The loss of critical natural resources - such as land, water, and soil - carries a high cost for countries around the world. These costs carry an even higher price, especially in the rural western section of the People's Republic of China as they threaten not only to diminish environmental conditions but also slow down agricultural growth and heighten rural poverty.

World Bank's Results Focus in Country Assistance Strategies: A Stock-Taking of Results Based CASs
A results-based CAS is a country assistance strategy that contains a strong orientation towards achieving realistic outcomes and a results-oriented monitoring and evaluation system. This new approach is expected to create a better strategy, with higher chances of success and greater development effectiveness. The results approach is intended to both demonstrate results (since outcomes are defined up front) and improve results (since CAS design allows for monitoring and revisions along the way). CAS results are selected during CAS design, tracked during implementation, and evaluated at the end of the CAS period.

Curbing Corruption in Tsunami Relief Operations
In response to the growing concerns about corruption in tsunami relief operations, the ADB/OECD Anti-Corruption Initiative for Asia-Pacific and Transparency International organized an expert's meeting on corruption prevention in tsunami relief operations hosted by the Government of Indonesia held in Jakarta on 7-8 April 2005. The meeting brought together the six worst-hit-countries--India, Indonesia, Malaysia, Maldives, Sri Lanka, and Thailand.

This publication assembles the meeting's issue papers and conclusions, providing a useful resource for the wide range of individuals and organizations working to ensure equitable tsunami assistance.
